Who should qualify the inbound inquiry?

When you have an inbound call/inquiry asking about your product, who is the person that takes the call, the inquiry and qualifies the initial interest? Is it a marketing person? Is it a sales person? Is there a benefit of having a marketing person qualify the initial call first or to have sales  handle it? Should a different approach be used if the initial inquiry is a call? What about an email lead? What about a web lead? What about a fax or a postal mail lead?
